Because you can’t wander the catacombs alone, an audio guide would have nothing to navigate. Every visit is led start-to-finish by a guide who sets the route, the pace and the story. It’s the same reason the tour fee already includes the guiding — there’s nothing extra to hire at the door.
What you get instead
A live guide adapts to the group, answers questions and points out details an audio track would miss — the oldest portrait of San Gennaro, the bishops’ crypt, the way the frescoes were layered over centuries.
